How we work

The process with a public institution

We know a government institution doesn't buy the way a private company does: there's an approved budget, documentation requirements, and administrative timelines involved. Our process is built around that.

01

First contact

You reach out through the public sector channel or book a meeting. You don't need a defined project: the service problem you want to solve is enough to start.

02

Diagnosis at no cost

We review with you how citizen service works today at your institution: where requests come in, who answers, and where it gets stuck. The real scope comes out of that.

03

Proposal with supporting documentation

We deliver the technical and financial proposal in whatever format your institution needs for its internal procurement processes, sized to the budget you actually have.

04

Implementation and follow-through

We install it, train the staff who will operate it, and provide support. We don't hand over a system and disappear: the institution is left able to run it without depending on us.

Contact for institutions

Write to us naming your institution and the process or service you want to improve. We reply with a proposed meeting, at no commitment.

A real example: governments already exploring this at a ministerial level

In Albania, the government gave an artificial intelligence system ministerial rank, with responsibility over public procurement. We share it as a real reference point, not as part of our own work.

Illustrative representation of artificial intelligence, not a photograph of the Diella system.

Illustrative image. Not an official photograph of the Albanian system.

This is not an Automatia project. It is a real case, reported by international media, that we share only as context.

The facts

  1. January 2025

Diella ("sun" in Albanian) launches as a text-based virtual assistant on the e-Albania government services portal, built by Albania's National Agency for Information Society (AKSHI) together with Microsoft.

  2. September 11 and 12, 2025

Prime Minister Edi Rama announces her appointment as Minister of State for Artificial Intelligence, in charge of the public procurement portfolio. The next day she is introduced to the press in Tirana, now with voice and an animated avatar.

  3. September 18, 2025

She addresses Parliament by video. The cabinet vote passes with 82 Socialist votes in favor; the opposition boycotts the vote and calls the appointment unconstitutional.

What it actually does

In its procurement role, it reviews tender submissions and flags irregularities across four stages: drafting terms of reference, setting eligibility criteria, setting the tender's ceiling price, and verifying submitted bid documents. A human procurement officer must sign off at every stage; it is not a unilateral final decision made by the AI.

The Prime Minister stated a goal for tenders to become "100% free of corruption." That is a goal stated by the government, not an independently measured outcome.

Before and after this rollout

January 2025

A text chatbot on the e-Albania portal, for general citizen procedures and inquiries.

September 2025

Ministerial rank, with voice and an avatar, and responsibility over reviewing public procurement, always with human approval at every stage.

According to figures given by the Prime Minister himself, the assistant had already issued 36,600 digital documents and provided close to 1,000 different services. Those are general service-usage figures from before the ministerial role, not a measurement of anti-corruption impact.

What has not been published yet

As of this writing, no public before-and-after figures exist on the effect of this rollout on procurement: no drop in corruption complaints, no processing times, no rejected tenders. We share it anyway because it is a real example of governments already exploring this at a ministerial level, not because we have a proven result to show.

Context, so the reference is complete

  • Albania's opposition called the appointment unconstitutional.
  • AKSHI, the agency that built the system, is under investigation for corruption in tenders unrelated to this project.
  • The actress whose likeness and voice represent the avatar stated she never consented to that use and has filed a legal claim.

Impartiality

Our work with the public sector always benefits society. We are not affiliated with any political party. We are not internally tied to any case, campaign, or political interest: we work exclusively on modernizing citizen service.

Public-sector background

Mittchell Guedes, Automatia's founder, previously worked in Ecuador's public sector: in interprovincial mobility and transportation, and in the financial side of municipal taxes for decentralized autonomous governments. That's why we understand firsthand how a government institution operates from the inside.
